It has always been my understanding that enlisted sailors don’t have “rank”.
Their equivalent is rating (occupation) and rate which is an indicator of pay grade.
However, the terms are often used interchangeably such as in “Choose your rate, choose your fate”.
On another website a retired USN O-5 is claiming that rate is merely shorthand for rating.

Rate is Pay Grade - similar to an Officer's Rank or Pay Grade.
Been that way for more than half a Century in my experience. |

Our NESEP prep school class was having a personnel inspection by a Marine major. He looked at my EN2 crow and asked "What rate is that?" "Petty Officer Second Class, Sir!"
