The fast boat is named for a city.
 
The Ohio Replacements are named for the District...  I guess, technically still a 'State Name."
 
The 826 was chosen specifically because it was 100 up from OHIO.

100 number jump for SSBNs  726 for first Ohio Class to 826 for Columbia Class.  Don't know if I like the way numbers and names work, but don't want to open that can of worms here either.  It may not be kosher, but there it is.Ermm

The USS Columbia is SSN 771

Yet the proposed first SSBN is also scheduled to be named:

COLUMBIA (SSBN 826) BALLISTIC MISSILE SUBMARINE (NUCLEAR POWERED) according to a Navy Web site. 

How did they arrive at the number.  The latest naming I have is that the Utah is SSN 801
