Congrats to ISCM Koogler!
In this article, she is quoted as saying that now that she has a COB billet, she can become a Command Master Chief (CMC). 

Back in my day, the COB was automatically the Command Master Chief. Is her quote in reference specifically to the CMC designation? Are COBs not Command Master Chiefs anymore?

Also notably, she has her wings and SW pins, but not dolphins (at least in the photos I saw). How can one be a COB and not be submarine qualified? Who would put her on the dink list?

No.

Command Master Chief is a CMDCM rating at commands, except Submarines which have retained the COB!.

Thanks, wasn't clear on that. Also found out ITSCM/SS Koogler is indeed submarine qualified, along with SW and Flight. I posted this same post on Reddit and immediately got schooled by some folks who served with her.
