Jeff succumbed peacefully to cancer on January 7, 2017. He was born in Minneapolis, MN and grew up in Spring Lake Park. Following graduation, he proceeded directly to the United States Naval Academy graduating with a Bachelor of Science in Mathematics in 1986. Upon graduation Jeff served in the United States Navy Submarine Force for 30 years. He served 20 years on active duty both afloat and ashore including tours on two submarines and getting a Master of Science in Mechanical Engineering from the Naval Postgraduate School in Monterey, CA. His final duty station was at Commander, Submarine Force Atlantic where he continued to work following retirement from active duty in the Civilian Service for another 10 years as the Operations Deputy.

Jeff is survived by his wife of 30 years, LuAnn Barr Rardin Masterson; daughters, Samantha Masterson Kuenzer (Nicholas) and MacKenzie Masterson; granddaughter, Reagan Marie Kuenzer; his father, Don Masterson; brother, Jim Masterson (Debb); sister, Sharon Kadlec (Dale); mother-in-law, Carolyn Rardin; and brother-in-law, Hugh Rardin (Melissa). Jeff was predeceased by his mother, Kathy Masterson and father-in-law, Hugh Barr Rardin.

The family will receive friends Saturday, January 14, 2017 from 1 to 3 p.m. at Graham Funeral Home & Cremation Services, 1112 Kempsville Road, Chesapeake. A service to celebrate his life will begin at 3 p.m. followed by full military honors.

In lieu of flowers Jeff has requested any donations be made to the Christopher Newport University Education Foundation (CNUEF) in the name of Henry L. and Grace Doherty Charitable Foundation Biology Fund. This tax-deductible fund was established with his help to get CNU biology students out on the water during Chesapeake Bay Foundation sponsored outings to further their learning and interest in marine biology. Please visit to view the service if unable to attend and to leave a condolence to the family.
