They were "keepsakes", but he discarded the phone and it was found by a civilian.

He did more than just discard his phone, he destroyed his laptop after the initial NCIS interview and tossed the broken parts into the woods by his home.  No doubt he was scared sh--less, made some poor choices to:
1.  Take the pictures
2.  Toss his phone with the pics on it
3.  Trash his laptop

but he sure didn't deserve a felony conviction for his actions.  He did nothing more than many other sailors before him did- take some pictures of his workspace for posterity.  The argument that the pics could aid the enemy is horsehockey, plain and simple.  He should've been punished, but a felony conviction?  Way too excessive.  I hope his life isn't permanently ruined by this.

If you Google on the name of any panel that you knew to be classified I suspect you'll find numerous images.

The Smithsonian has a complete SPCP,RPCP, and EPCP on display.  Granted, he should not have taken the photos, or attempted to destroy the evidence, but NJP would have handled this nicely. Wonder who pushed for the felony charge?

The federal government. He was charged by the DOJ and went to federal court in CT. He plead guilty and was sentenced to a year in federal prison.
