Never heard of a TSO.

Me either. Night orders sure but TSO not so much. Never knew of safety interlocks on the compactor either.

Might have been a Trident thing.. we had TSOs on Henry M. Jackson (and occasionally broken interlocks on our TCU).

As I recall on the boats I served on in the 70s special instructions were conveyed via the CO’s night orders or the Engineering night orders. I don’t recall ever having a situation where special operating instructions were necessary so I don’t know what we would have done.
