Joseph Frank Ballou of Eden, MD, born in Rochester, NH on July 29, 1935, died on September 27th, 2021 in Williamstown, MA at the age of 86. The son of Laurence and Dorothy Ballou, Joe grew up in Rochester and attended the United States Naval Academy, graduating in 1957. Around this time, he met Carolyn Frances Waller of White House, NJ (predeceased 2009) and they married in 1959.

During his career in the Navy, Joe earned the rank of Commander. He served in the Vietnam War aboard the USS Torsk (now a museum in Baltimore, MD), the USS Becuna, and the USS Mount Katmai. When not at sea, his land-based duties included time at the Defense Nuclear Agency (DNA) and the Military Sealift Command. Joe also completed a Master's Degree in Physics from Brown University and a Master's in Transportation Engineering from George Washington University. After retiring from the Navy in 1979, Joe continued to work for the US government as a civilian and then for Computer Sciences Corporation. He retired in 2000 and settled on the Eastern Shore of MD, Carolyn's birthplace, where he lived for 20 years.

Joe and Carolyn were members of the Asbury Methodist Church in Salisbury, where Joe served in a variety of capacities. He volunteered at the Salisbury University Nabb Center, was the Treasurer of the Allen Historical Society, and assisted the Redden Ferry Community, where he lived. Ever the curious and interested learner, Joe enrolled in a number of continuing education classes in the Salisbury area. A gentle, kind, and unassuming man, Joe gave much time to serving his friends and community. He enjoyed gardening, investigating genealogy, and visiting with family and friends. He will be sorely missed.

Joe is survived by his brother Charles Ballou, his children Cathy Nolan (Jim), Joe Ballou, Jr. (Michelle), and Karen Mason (Bob), nine grandchildren, and two great grandchildren. Joe was a faithful and beloved husband, father, grandfather, and friend.

A funeral service will be held at 12 noon on October 16, 2021 at the Allen Asbury Methodist Church in Allen, MD. Following the service will be a graveside service at Parsons Cemetery in Salisbury. A visitation will be held at Holloway Funeral Home in Salisbury on Friday, October 15, 2021 from 6pm to 8 pm.

In lieu of flowers, memorial contributions may be made to the Allen Historical Society or Salisbury Urban Ministries.
