They should buy a Tug Boat and sell tickets to former Submariners- although the Coast Guard might not have enough "targets."

I don't see anybody in the shears.  I guess they felt lookouts weren't necessary.  I spent a lot of time looking at the horizon, mostly, from that vantage point.  Nothing like that salt air breeze . . .  That was 61 years ago.  How the time does fly.
