What submarine(s) had the most torpedo tubes? 

Strictly torpedo tubes, not missile tubes, do not count the TDU/GDU or signal ejectors nor countermeasure launch tubes. 

Any class, any age.  Actually built not just planned or dreamed up.

Improved Akula-II, 4×533mm plus 4×650mm plus 6–8×533mm external torpedo tubes (can be loaded only from outside of submarine), so 14–16 torpedo tubes.

In WWII some British T-Class submarines had 5 external torpedo tubes in addition to their 6 internal bow tubes for a total of 11 torpedo tubes.
Finns may have faults,but being wrong isn't one of them.

Indeed the Akula II has 14 tubes with 6 topside and 8 inside.  I haven't seen a source that says there are 8 topside on some ships but there may be.  If so that number of 16 tubes would win the prize. 

The Ammiragli Class submarine (Italian) also had 14 tubes all inside.  Eight forward and six aft.  They used the 18 inch diameter torpedoes rather than the 21 inch variety.  They were also the only boats I have ever found that had a rail system running through the boat so a torpedo from one end could be swapped to the other end.  The warhead was removed the both parts were rotated 180 degrees in the control room then reassembled.
