I got a new Retired ID Card at Patrick AFB last month. Had to make an appointment at their website, but was seen 2 minutes after my scheduled time and walked out with my new ID Card 10 minutes later. Maybe the VA could take lessons?

In NH it takes about the same amount of time to get ones driver's license with photo.

Same experience when we renew my wife's ID card at Bethesda.  Her card is due for renewal now - I think this one will not need to be renewed.

EDIT: My wife's age is between 65 and 75 and thus her Expiration Date will be five years from new date of issue.  Over 75 gets her an "Indefinite" expiration date.
