1. AS A RESULT OF THE SENATE PROPOSED FORCE REDUCTIONS AND BUDGET CUTS, THE DEPARTMENT OF THE NAVY HAS IMPLEMENTED SEVERAL PROGRAMS FOR REDUCING THE NUMBER OF ACTIVE DUTY PERSONELL. ALONG WITH PTS AND ERB THE DEVELOPMENT OF AN ALTERNATE PROGRAM TO FURTHER REDUCE THE NUMBER OF ACTIVE DUTY PERSONNEL IS CURRENTLY IN A TESTING PHASE AND WILL BE IMPLEMENTED 01 JANUARY 2023.

 

2. UNDER THIS NEW PROGRAM, SAILORS AGED 33 AND ABOVE WITH 16 OR MORE YEARS OF SERVICE WILL BE REVIEWED AND POSSIBLY ASKED TO GO ON EARLY RETIREMENT, THUS PERMITTING THE ADVANCEMENT AND RETENTION OF YOUNGER SAILORS WITH HIGH POTENTIAL. THE PROGRAM WILL PHASE OUT OLDER SAILORS BY THE END OF THE CURRENT FISCAL YEAR. THE INITIAL PHASE OF THE PROGRAM WILL BE KNOWN AS SLAP (SAILORS LATE-AGED PROGRAM). SAILORS WHO ARE SLAPPED WILL BE GIVEN AMPLE OPPORTUNITY TO SEEK EMPLOYMENT OUTSIDE THE NAVY.

 

3. SLAPPED SAILORS CAN REQUEST A REVIEW OF THEIR PERSONNEL RECORDS TO CHECK FOR VITAL SKILLS NEEDED BY THE NAVY BEFORE THE FORCED RETIREMENT TAKES PLACE. THIS PHASE OF THE PROGRAM IS CALLED SCREW (SURVEY OF CAPABILITIES OF RETIRED EARLY WORKERS).

 

4. ALL SAILORS WHO HAVE BEEN SLAPPED OR SCREWED MAY FILE AN APPEAL WITH THEIR CHAIN OF COMMAND. COMMANDING OFFICERS HAVE FINAL APPROVAL/DISAPPROVAL AUTHORITY. THIS IS CALLED SHAFT (STUDY BY HIGHER AUTHORITY FOLLOWING TERMINATION).

 

5. UNDER THE TERMS OF THE NEW POLICY, A SAILOR MAY BE SLAPPED ONCE, SCREWED TWICE, BUT MAY BE SHAFTED AS MANY TIMES AS DEEMED APPROPRIATE. IF A SAILOR FOLLOWS THE ABOVE PROCEDURES, HE/SHE WILL BE ENTITLED TO GET HERPES (HALF EARNINGS FOR RETIRED PERSONNEL'S EARLY SEVERANCE) OR CLAP (COMBINED LUMP-SUM ASSISTANCE PAYMENT), UNLESS HE/SHE ALREADY HAS AIDS (ADDITIONAL INCOME FROM DEPENDENTS OR SPOUSE). AS HERPES AND CLAP ARE CONSIDERED BENEFIT PLANS, ANY SAILOR WHO HAS RECEIVED HERPES OR CLAP WILL NO LONGER BE SLAPPED OR SCREWED BY THE NAVY. SAILORS WITH AIDS CAN NO LONGER BE SCREWED BUT CAN BE SLAPPED.

 

6. THE NAVY WISHES TO ASSURE OUR YOUNGER SAILORS WHO REMAIN IN SERVICE THAT THE NAVY WILL CONTINUE ITS POLICY OF TRAINING SAILORS THROUGH OUR SPECIAL HIGH INTENSITY TRAINING (sh*t) PROGRAM. THE NAVY TAKES PRIDE IN THE AMOUNT OF sh*t OUR SAILORS RECEIVE. IN FACT, WE HAVE GIVEN OUR SAILORS MORE sh*t THAN ALL OTHER SERVICES COMBINED. IF ANY SAILOR FEELS THAT THEY HAVE NOT RECEIVED ENOUGH sh*t AT THEIR CURRENT DUTY STATION, SEE YOUR IMMEDIATE SUPERVISOR. YOUR SUPERVISOR IS SPECIALLY TRAINED TO MAKE SURE YOU RECEIVE ALL THE sh*t YOU CAN STAND.//
