SS-XXX was stripped of her engines and painted an odd color.  She served as a remotely controlled, unmanned acoustic test vehicle capable of submerging to moderate depths in as a target ship. In her last days, she sank at a civilian dock.

What sub was she?

Good job fortyrod and oldsubs; you nailed it.  I got to see Menhaden at Everett on several occasions, including once from a sailboat when we cruised over to look her over after she sank at the dock in the big storm.  Photos at the sites below...
